This proves nothing unfortunately :< It has become all the rage for ISPs
to install transparent proxies that are very difficult to detect.

That is more convincing.
In that case it sounds like you got unlucky and got the index files before
the debs had arrived. Unfortunately we haven't yet tweaked things so that
this does not happen, the reason it went away for you is because time
passed, not that you tried other servers :<
