You can be sure that no proxy is involved. This is my apt.conf:
// Pre-configure all packages before they are installed.

DPkg::Pre-Install-Pkgs {"/usr/sbin/dpkg-preconfigure --apt || true";};
After some retries there were no more 404 messages, and the download
worked as expected. The http.us servers were out of sync, at least
for a small window. So it is not a waste of time or other resources
to look on the other hosts if the first host failed.
Just to be sure: I got error messages about _new_ packages.
tcl8.3-dev_8.3.2-6_i386.deb arrived today. If my local package
database would have been out of date, where would this new
package filename come from?
