Bug#57267: apt-get should announce packages to be upgraded in advance

apt-get reports in advance which packages will be removed and added, and
asks for permission to proceed. But it doesn't ask about packages to be
upgraded.

Sometimes one wants to be warned before upgrading a package, so it would
be nice if it told you what was going to be upgraded -- or at least if
this was an option.
