That's not a reason to misbehave.  File it as a bug against dselect if
need be.  I don't see why it matters, though.  Apt should just accept
whatever state dselect passes to it.  Since the package is already
installed and configured, there won't be any errors.

As I said, apt shouldn't care.  It should accept without question whatever
dselect passes to it.  If the current status says a file is installed and
is to remain installed, DON'T REMOVE IT.  Obviously, if it is already
installed and there has been no request to remove it, then things are
probably already in a working state.
