Oh, well, I dunno. Ask the apt gurus (I've cc:-ed to

Never heard of a "bess" proxy. Where I work, we use vanilla squid 1.1 and
it works fine here.
I don't think I can help you a lot, you'd best ask the apt folks to look
into it, so they may add "compatibility" options to work around your proxy
situation.

PS: your mailer sends messages with lines longer than 75 characters, could
