This is not actually the real problem. It just ingores this situation,
something else is causing it to fail.

Can you run 'apt-get -qq -o debug::ftp=true' and send me the entire
output?

ftp.de.debian.org is running wu-ftpd which actually does support mtdm, I
infer that you must be using a proxy server - perhaps you need to turn
on/off passive mode?
