Connection timed out
When the connection times out, the partial downloaded package is
not saved. However when the process is interrupted with C-c manually
the file is saved.

I have tested this, I belive it to be an artifact of your local
configuration - either a desync'd server in the array or a 'transparent'
proxy server.
