Bug#45612: apt: Leaves system unstable if some packages fail to install

Apt may left the system in a very unstable state if some packages fail
to install.  For instance, it happened to me that bash was unpacked
but not configured, and /bin/sh was not there. 

I think that it should try to configure and complete the installation
of as many packages as possible so that important packages do not
remain unconfigured.
