APT alredy tried as hard as it can to make sure that important packages
are left unbroken for the shortedst possible time. If this results in an
unusable system due to a failure then it is a bug in those package(s) not
APT.

Please file a detailed bug report indicating what packages were installed
before the failure, their orders and the exact nature of the failure
against the package that is failing (ie bash)
