Bug#29983: apt: Wrong diagnostic, could be better

By mistake, I just tried to run "apt-get install xxx" from my account instead
of from root account. The error message I got from apt-get was:
E: Could not open lock file /var/cache/apt/lock - open (13 Permission denied)
E: Couldn't lock the cache dir, /var/cache/apt/ another process is using it
Of course, this is only due to the fact that I used the wrong UID to do this.
The error message could mention this.
