Bug#29382: apt: apt deletes packages after installation without any question

I see it as an error, that apt deletes packages after download and
installation. I have lost this way about 80 megs of downloads and about 10DM
(about 6.5 US-$) money. There are countries, where downloads are very
expensive, so it's very annoying, if all you just downloaded is deleted
immediatly after installation without any question about it.

This is also very annoying for networked installations. On one machine you
upgrade and download all files needed and on the next machine you have to
download all once again. This is not only money but also time consuming and
very unnesseccary.

At least the user should be asked, if files are to be deleted.
