Bug#29351: poor error message after conffile update

After updating the conffile from:
deb http://ftp1.us.debian.org/debian frozen main contrib non-free to
deb http://http.us.debian.org/debian frozen main contrib non-free

I ran apt-get check.  Well, since the package file for http.us... wasn't 
there, I got:
Updating package file cache...
E: Opening /var/state/apt/lists/http.us.debian.org_debian_dists_frozen_main_binary-i386_Packages - ifstream::ifstream (2 No such file or directory)

The package files should probably check the date of the sources.list and 
possibly suggest doing apt-get update .
