Bug#24470: apt: No resume downloads using ftp

Version: 0.1.1
If I start [I]nstall from dselect and download some
files using ftp method (see sources.list below) and
that download is interrupted (by ^C or modem hangup)
there is the partial file in
"/var/cache/apt/archives/partial/".
When selecting [I]nstall after that the whole file
is fetched again (beginning with the first byte).
My system is mostly hamm.
