The default apt ftp method does not use Passive mode. To be
doubly sure, just set the FTP_PASSIVE environment variable to 0.

NAME
ftp - The plug in FTP method for APT
SYNOPSIS
% ftp FTP_URI file [[FTP_URI file]...]
CONFIGURATION
Since there are things like proxy firewalls which one
needs to configure for, this method allows for
configuration data to be entered in the file
/etc/apt/ftp.conf. Comments in thet file start with '#'
and blank lines are ignored.
The syntax of the file is VARIABLE=Value. Please note that
quotes are not required.
The set of currently understood variables is
[SNIP SNIP]
Passive - If set to true then all data transfers will
be done using passive mode. This is required for some
dumb servers, and some firewall configurations. This
can also be set by the environment variable
FTP_PASSIVE.
