Hi,
xfce4 is unlikely to be the right package but at least it's better than
“general”.
It looks to me like an issue with the theme or theme engine. In my case, even
with a fully transparent panel and using the Xfce theme, the various plugins
don't have that white/black background (they're fully transparent as well).
It would help to know when the problem started to appear, because right now I
can't reproduce here.
