I was able to fix this issue by purging xserver-xorg-input-joystick.

But xserver-xorg-input-joystick was last (sourcefully) uploaded
18-Nov-2016 (and the last binNMU was on 24-Nov-2016), so nothing
changed in the package between those two reboots.

I also checked that I didn't install xserver-xorg-input-joystick
between those two reboots. Luckily I have /var/log/apt/history.log*
available back until April 2017. And thanks to etckeeper listing all
installed and removed packages upon automatic commits, I know that
xserver-xorg-input-joystick was already installed on 04-May-2016.

So I'm a little bit confused as I have no idea what change actually
could have triggered an issue which could be resolved by purging a
package which never changed in the relevant time frame.
