The process of generating usr/share/doc/libxdmcp-dev/xdmcp.txt.gz is
dependent on LC_CTYPE and produces different output for different
LC_CTYPE values. This causes libxdmcp-dev to violate its M-A:same
attribute.

I propose to just force a particular locale.
