Bug#586371: x11-xkb-utils: setxkbmap does not work with per user configuration

Hi,

I also run into this issue, I took a look at the code and it looks like
the path passed with the "-I" option only gets applied when looking for
rules or layout files, that is it does NOT gets applied to symbols or
other components (AFAIU these latter are set by names with
XkbGetKeyboardByName(), not by file path).

This is also stated in the man page:

       -I directory
               Adds a directory to the list of directories to be used to
               search for specified layout or rules files.

That text means: _only_ layout or rules files, _not_ symbols or other
components.

So even if this is a suboptimal behavior, setxkbmap is behaving as
documented.
