Bug#748010: xutils-dev: builds-OK with gcc-4.8 on arm64

OK. lintian reports:
W: xutils-dev: executable-not-elf-or-script usr/bin/gccmakedep
W: xutils-dev: executable-not-elf-or-script usr/bin/xmkmf
W: xutils-dev: executable-not-elf-or-script usr/bin/ccmakedep
W: xutils-dev: executable-not-elf-or-script usr/bin/mergelib

All those binaries are of size 0.

That looks suspicious. Presumably that is the issue at hand (in which
case it is still present)? Is it?

Assuming those binaries should actually exist and do something useful
$someone is going to have to get to the bottom of this for arm64 (and
other ports too new for gcc-4.7).
