Only applications for which there is no appropriate replacement already provided as part of GNOME should show up in the GNOME menu.

actually, looking through my .desktop files, I'm not seeing that this
advice is being followed.

Back to my point: why are you singling out xterm?

xterm is replaced by GNOME's own gnome-terminal in every regard. When it
