Thanks to the help of Michel Dänzer, the concensus is that the bug is
really in the fbdev driver.

Since the bug is exhibited with libc6 2.11, I don't think this bug is
a reason to hold glibc.  Bug #625522 may be, however (if accurate).

I don't know whether it's a regression, but the bug was exposed by a
configuration that is perhaps unusual.  And yes, the bug effect is to
prevent X startup.
