In Debian Squeeze, is the Xorg configuration by dbus allowed?

No. Why do you want that?

I'm testing the development implementation of GIMP, especially with a Wacom
graphic tablet. I would like to use several different pens, which should be
distinguished by GIMP, so it can attach different graphic tools and
parameters to each pen. Alexia Death, one of the GIMP developer, is in
charge of this part. She developed a package called watahod, available on
sourceforge. This package needs that dbus configuration is allowed.

This package is needed for distinguishing the various Wacom pens. Alexia
Death is aware that there is a slight risk in allowing dbus configuration.
Maybe this could be an option proposed at the installation, and disabled by
default?

If you are using squeeze then you should have noticed that wacom hotplug works just fine.. And if it doesn't handle multiple pens then that's a bug, and should be filed against xserver-xorg-input-wacom.
