i don't think there was ever a 0.8.3 release, or at least it wasn't
tagged.  by and large upstream development has been pretty quiet (at least
for compiz-fusion) on the 0.8 branch until perhaps the last couple weeks
as they're trying to get it in a nice shape for karmic and have otherwise
been putting most of their efforts into compiz++.

so if you would like to bring to our attention that 0.8.4 is out, the
best and first thing you should do is file a wishlist bug asking for the
update.  personally, i figured i'd let the dust settle from the release
and let the ubuntu folks shake out all the problems, as (for me anyway) 
compiz is relatively stable with the 0.8.2 packages.  

but if you're having some kind of problem with the existing packages (and i'm
sure you've reported a bug for it, right? :) and if you think the updated
version will help then we can get to it sooner rather than later.
