I suppose restarting it manually with

gtk/kde-window-decorator --replace 

doesn't make a difference either?

Hmm. Another possibility is that the decoration plugin is disabled in
the compizconfig configuration. Can you check in
compizconfig-settings-manager (executable name ccsm) that its checkbox
is enabled?
