Oh, and for a wishlist/upstream bug like this one, you'd be better off
filing it upstream (http://bugs.freedesktop.org/), preferably with a
patch.  AFAICS, the autorepeat settings are handled in
xf86-input-keyboard: src/lnx_kbd.c:SetKbdRepeat() and possibly
src/kbd.c:KbdPreInit() to set the default values/read config options.
