Bug#451315: x11-xserver-utils: [xset] cant set the acceleration parameters of second mouse

This was tested on a laptop whose main pointer device is a touchpad. When
you plug an USB mouse, you can't set the acceleration parameters for it,
because all the mouse acceleration parameters that you set using xset will change
only the touchpad behaviour. xset needs a way to specify which pointer device
you are referring to, so making possible to change the parameters of _all_ the
pointer devices, _independently_.
