The new version of xserver-xorg-video-intel cannot propagate to
testing since xserver-xorg-video-intel-dbg is uninstallable on sparc.
The reason for that is easy to see:

This tells the autobuilders on sparc to build and upload
xserver-xorg-video-intel-dbg but not xserver-xorg-video-intel,
therefore automatically generating an uninstallable package.
Please copy the Architecture line for xserver-xorg-video-intel to
xserver-xorg-video-intel-dbg and submit a bugreport against
ftp.debian.rg to remove the existing sparc binary of
xserver-xorg-video-intel-dbg.
