Bug#438940: xkb-data: package overwrite user-modified files without notice

An old preinst (still present on Ubuntu) create symlinks from
/etc/X11/xkb to /usr/share/X11/xkb.

But now, the problem is some people modified files in /etc and other
in /usr. So the merge is impossible. I guess we will have to remove
/etc/X11/xkb/symbols completely some day in the future.
