What you should do is to create a custom layout in
/usr/share/X11/xkb/symbols and include existing layouts then redefining
some keys. This custom layout won't be overwritten.
Files in /usr/share/X11/xkb/symbols are not conffiles and are not going
to be so. Maybe I'll make some files in /usr/share/X11/xkb/rules/
conffiles but I am not sure which ones yet.
This will be documented in README.Debian and uploaded in the next
upload.
Please could you tell me what modifications you do in
/usr/share/X11/xkb/symbols? Maybe these are legitimate fixes?
