Sorry for my late reply. Unfortunately the bug is still present in
xkb-data 0.9-4.
I have been looking for this bug some more on the Internet. This bug has
also been filed at freedesktop.org as 7893 [1].

The submitter has not replied to the developer S. Udaltsov. I replied
with the the URLs as a comment. So maybe you can tag this bug as
forwarded upstream.
Contrary to my initial report, where I reported four ("for", typo) keys
not working, actually five keys are not working (Zoom in, Zoom out, Zoom
Reset, Messenger, Mode F).
PS: The problem with setkeycodes went away. I am able to successfully
execute
sudo setkeycodes 6a 190
