Now that the X.Org 7 transition has happened, -7 mode for update-fonts-dir
and update-fonts-alias should really be the default.  The default now is
to still look in the old /usr/lib/X11/fonts directory and hash it, which
means that packages that update to the new paths but don't explicitly
pass -7 to update-fonts-dir and update-fonts-alias in postinst will lose.

as far as I can see, this is fixed by the following changelog entry:
xfonts-utils (1:1.0.0-5) unstable; urgency=medium

   [ Steve Langasek ]
  * Urgency=medium to fix a bug that's been wreaking havoc on gtk1.2
    users' fonts for a while now...
  * Further fixes to update-fonts-scale to ensure we *remove* any
    old files in the event that there are no longer fonts with which to
    populate fonts.scale.
  * Also update update-fonts-dir to operate on both the old and new font
    paths, regardless of arguments passed, to allow automatic clean-up
    of the old fonts.dir files.  Closes: #372858.
