Hi Eugene,

I am not convinced, having lots of conffiles is sometimes annoying, eg.
if for some reason dpkg believes that they are changed and you have
to press Enter for each conffile.  I just added a comment to #236252
explaining how to customize compose files.
Maybe few files could be moved to /etc/X11/locale though, like
/usr/X11R6/lib/X11/locale/locale.{alias,dir} ?
