Running
  $ xkbcomp :0
creates a server-0.xkb file listing definitions currently used by your
X server.  Does this file contains these definitions?
I do not yet have a look at X.Org, but XFree86 searches XKB files
in /usr/X11R6/lib/X11/xkb, which is symlinked to /etc/X11/xkb.
Did you setup this symlink?
