Here are the reasons I think it's a "normal", rather than an "important"
bug:

1) it's not an application crash (e.g. SEGV)
2) it's not a driver problem that nukes the X server or hangs the system
   (a pure userspace app like xterm that hung the entire system would
   merit a grave bug)
3) It can be worked around by doing as the FAQ or NEWS files instruct.
4) The documentation of the workaround is actually in the package.

The above are just guidelines I've developed over the years, not etching
in stone tablets.  If anyone would like to propose a different
triage system for important vs. normal when it comes to X packages,
please speak up.
