I don't think this is a good idea without something like a shell script
in Xsession.d that queries the server to see if there is a core pointer,
and pops up a dialog prompting the user to plug in his serial or USB
mouse, and telling him or her how to use Shift+NumLock to enable
MouseKeys if he or she does not want to use a mouse.

I recently discussed another possibility with some people on IRC, which
is to have an init script that logs the state of the input and display
devices on every boot, and prompts the user to reconfigure the X server
(with dpkg-reconfigure) if they change.

Of course, these could both be implemented.

It's something to consider for 4.3.0-2.
