That's not an alias, that just defines which character set is used by
"he_IL" for glibc.

The alias I was referring to was for X11.  It needs to be told that
"he_IL.ISO-8859-8" means "he_IL".  Hence my reference (snipped) to
/usr/X11R6/lib/X11/locale/locale.alias.
