Bug#261588: marked as done (xlibs: xlib support is needed for Hebrew locale (he_IL.iso-8859-8))

I think you actually want LC_ALL=he_IL.ISO-8859 (I think LC_ALL=he_IL 
will accomplish the same thing too, but don't quote me on that) if you 
really don't want UTF-8. Note the capital ISO.
