I was trying to disable *dm completely (since X was crashing my system
hard) but was unable to find the "default display manager" setting. I
eventually found the file in /etc/X11, but wouldn't it make more sense
for it to be in a config file inside /etc/default/xdm, like the rest of
init's defaults seem to be?

I'm closing this because it's not a bug report.

The short answer is no, because there are multiple display managers, and
only one of them is named xdm.

In the meantime, you may be interested in the Debian X FAQ:
