I seem to recall (unrelated to this fix) seeing a comment about this problem on NetBSD, that it was a problem with the termcap entry itself (rather than screen, per se, which does odd things occasionally when the termcap doesn't match its expectations). It's possible that the termcap file which I maintain for xterm doesn't present this problem (see the tarball on my webpage).
