This patch was already applied to Debian's XFree86 packages in
4.3.0.dfsg.1-2, which is two revisions prior to the one against which
you reported the bug.

Also, I am using 4.3.0.dfsg.1-4, and I cannot exactly reproduce your
problem:

[0] branden@redwald:~ % setxkbmap -layout "us"
[0] branden@redwald:~ % setxkbmap -layout "us_intl"
Error loading new keyboard description
[251] branden@redwald:~ % setxkbmap -layout "us,fr"
[0] branden@redwald:~ % setxkbmap -layout "us,us_intl"
Error loading new keyboard description
[251] branden@redwald:~ % setxkbmap -layout "us,ca_enhanced"
Error loading new keyboard description
[251] branden@redwald:~ % setxkbmap -layout "us"
[0] branden@redwald:~ %
