/dev/input/mice with 2.6 kernels,
It is?  Why isn't this loudly documented somewhere?  :-)

so you get double mouse events with a
Debian generated XF86Config-4 with the mouse device selected as
/dev/psaux?
That's an interesting theory, but doesn't appear to be true -- I'm certainly not getting double mouse events.
