I could be mistaken, but I think xmodmap goes way back to before there
were XINPUT and XKEYBOARD extensions.  In other words, so far back that
the only input devices supported by the X Window System Sample
Implementation *were* the core pointer and core keyboard.

If I'm right, that would be why.  There was no standardized way to talk
to anything else.  xmodmap is very long in the tooth.
