Bug#220807: xbase-clients: /usr/X11R6/bin is set to mode 700

useing the sarge-i386-netinst.iso (d-i beta1) to install.

installed, performed an immediate upgrade to sid after install with 
dist-upgrade. ran tasksel, selected debianjr and TeX/LaTeX enviroment.
used apt-get install to install xserver-xfree86. upon completion of 
these steps, /usr/X11R6/bin is mode 700:
