Verified that when there is no config file in /etc/X11/XF86Config-4, the error 
message is gramatically correct:

$ sudo mv /etc/X11/XF86Config-4 /etc/X11/XF86Config-4.foo
Password:
$ xf86cfg
Cannot open config file.
$
