This is part of extensions/XShm.h 

int XShmGetEventBase(
#if NeedFunctionPrototypes
    Display*		/* dpy */
#endif
);

int XShmGetEventBase(
#if NeedFunctionPrototypes
    Display* 		/* dpy */
#endif
);


It's not a bug - but produces warning with gcc if asked for...
So maybe just one declaration could be enough.
