No, I use
*Scrollbar.thickness: 10
*Scrollbar.background: grey
*Scrollbar.foreground: black
and this doesn't override what is in /usr/X11R6/lib/X11/app-defaults.
Thomas Dickey recommends not to put additional stuff into system files.
