Thanks for the report.  We need a little more information:

  * We need /var/cache/apt/archive/xlibs_4.1.0-16_*.deb.  I.e., the
    file apt downloaded.  Please do not email it, but put it up on the web
    somewhere and provide us with a URL.

  * The output of the following 2 commands:
    + grep app-defaults /var/lib/dpkg/*.list
    + ls -l /etc/X11

  * What was the previous version(if any) of xlibs that you were
    upgrading from?  Was this a new install?  Was there any output from
    xlibs *before* the 'Setting up xlibs (4.1.0-16)' message?
