Hi,

http://www.debian.org/intro/cn.en.html currently includes instructions
for all possible browsers. Since browsers are mostly detectable, 
the page could have on the top of the page instructions on how
to Fix the problem on her/his specific browser. The page could also
print also the Accepted-Languages: (?) Header the browser gave,
to make it more obvious why the pages are seen as they are.
