I'm not sure what can be happening, as far as I know it should work. Could you try https://www.debian.org instead of https://debian.org ? If you get the same errors maybe you can talk with your Internet provider for the case there is some misconfiguration in your MiFi router.
The direct link to an image of Debian 11, codenamed bullseye, netinst, for 64-bit PC (amd64) is:
https://cdimage.debian.org/debian-cd/current/amd64/iso-cd/debian-11.2.0-amd64-netinst.iso
However, it is convenient to visit the page https://www.debian.org/download to get instructions on how to verify the download, put it in installation media, or get a different image if this one does not meet your needs.
