Yes I know.  Let me make simple clean multi-language build script while
using -b option with sphinx-build.  -M option is buggy if I try to use
-d or move build directory in subdirectory for developers-reference.

Before going for debian-policy, I still need to get javascripts symlink as
<package>.link.  Then I also need to come up with pull down language
selector.

Also addendum is not supported now.

Once I get them all right, I will copy it into policy in which many
non-sphinx docs are build too.  I don't think current Japanese HTML
build location is the best place.
